years,

It seems to me that the situation could best be met by the University Authority making a pronouncement at once that after a certain period, say five Kuo Yu shall be the official medium of instruction at the University. I make this recommendation on the ground that with a time limit fixed, the Public would know exactly the requirement of the University, and make arrangements to meet it accordingly, Thus, on the expiration of the specified period, the University would be in a position to draw upon a larger body of lecturers qualified to teach in Kuo Yu, and would also have a considerably larger number of Chinese students able to take Chinese as one of the subjects at the University. The recommenda- tion summarised in paragraph 64 (6) of the Report is inconclusive, and I submit that leaving the situation in this way would continue indefinitely the present un- satisfacory condition, and would encourage laissez-faire.
